Executive Vice President of MDS Solutions
The MDS Solutions division is led by Marilyn Ramirez, RN, MSN, RAC-CTA, WCC, who is the Executive Vice President. She earned her Master of Science in Nursing from Saint Catherine University in St. Paul, MN. Her background includes working as a Chief Nursing Officer for a nonprofit, multi-site, skilled operator. Here she led the charge in enhancing clinical training, developing programs, improving quality outcomes, and optimizing reimbursement across the system. She has a passion for continuing to advance her clients’ knowledge in quality, clinical education, and reimbursement.
Marilyn has extensive experience training and mentoring MDS nurses on Medicare/Medicaid requirements including state specific regulations. She has a track record of building systems around the MDS process while incorporating evidence-based practice and regulatory compliance. She has also served in various leadership positions throughout her career many of which allowed her the opportunity to develop partnerships with hospital systems and managed care organizations. Marilyn is a driven and compassionate nurse who is dedicated to helping clients achieve their goals.

VP of Operations
Jennie Ducat, RN BSN, RAC-CT, CMAC, serves as the VP of Operations for MDS Solutions. She earned her Bachelor of Science in Nursing from Herzing University in Madison, WI.
Jennie brings extensive acute and post-acute care experience, with a strong focus on clinical reimbursement and leadership. She is passionate about leveraging her deep knowledge of the RAI process, Quality Measures, case-mix, and PDPM to support resident-centered, results-driven care. Along with her hands-on expertise, Jennie is dedicated to educating and mentoring leadership teams, MDS nurses, and other interdisciplinary staff.
In her role, Jennie provides leadership and oversight to the MDS Clinical Consultants, focusing on refining processes and education to stay ahead in the shifting long-term care and reimbursement landscape. She collaborates with clients nationwide to enhance reimbursement outcomes, support quality performance, and uphold compliance standards.
Toni Gaddis
BSN, RN, RAC-CT, DNS-CT
Regional Director of Operations
Received her BSN from Western Governors University. With over a decade of progressive leadership in long term care, Toni brings a wealth of experience managing clinical teams, overseeing MDS and care planning systems, and leading regional quality improvement initiatives. She has held roles including Corporate MDS Nurse, Regional MDS Coordinator, and Director of Clinical Education.
She excels in an environment where she can be proactive, with a hands-on approach. She has implemented care systems to maximize efficiency in care delivery and reimbursement accuracy, while championing compliance with federal regulations. Toni has a strong background in Medicare/Medicaid regulations, utilization review, and performance improvement. She enjoys training and educating staff in addition to helping clients reach their maximum potential.

Regional Director of Operations
Rebecca Greenhill, MSN, RN, BBA, RAC-CT, PMH-BC is the Regional Director of Operations. She earned her Master of Science in Nursing with emphasis in Nursing Informatics from Grand Canyon University and her Bachelor of Business Administration with emphasis in Organizational Management from Morehead State University.
She brings a unique skillset of clinical and management related knowledge that she gained from acute, psychiatric, forensic, and long-term care leadership experiences. Her proven ability to work effectively with all disciplines has resulted in proficiency in researching and clearly articulating complex topics to our clients. She enjoys helping facilities improve systematic strategies to ensure regulatory compliance, the delivery of patient centered care and positive outcomes while maximizing reimbursement. She excels at personalizing and coordinating service delivery to our clients with a focus on identifying and resolving barriers to optimal performance.
Laura Zoellner
BSN, RN, RAC-CTA, CCM
Director of Clinical Reimbursement
Laura Zoellner, BSN, RN, RAC-CTA, RAC-CT, CCM, is a registered nurse with 40 years of experience across diverse health care settings, including critical care, home health, and skilled nursing facility management. She brings extensive expertise in Medicare regulations, Medicaid Case Mix, RUG-IV, and PDPM Her background includes serving as the lead compliance liaison with an Independent Review Organization during a five-year Corporate Integrity Agreement.
Known for her professionalism, reliability, and strong work ethic, she is also a certified case manager with excellent organizational skills, clear communication, and strong clinical judgment. She is passionate about guiding clients toward optimal reimbursement outcomes while maintaining a steadfast commitment to compliance.
In her role, Laura uses her deep knowledge of Medicare guidelines to mentor, train, and consult on SNF compliance and reimbursement practices. She supports a staff of national consultants in which she ensures client satisfaction in their overall business goals.
Laura Leiser

Regional Director of Operations
Laura Leiser, BSN, RN, RAC-CT serves as the Regional Director of Operations at MDS Solutions. She earned her Bachelor of Science in Nursing from Herzing University and brings more than 30 years of nursing experience to her role.
Throughout her career, Laura has held a variety of leadership positions with a primary focus on long-term care and skilled nursing facility management. Her extensive expertise includes serving as an MDS Coordinator and Regional MDS Consultant, where she developed a strong foundation in the Resident Assessment Instrument (RAI), Quality Measures, case-mix management, and the Patient-Driven Payment Model (PDPM).
Laura is passionate about sharing her knowledge and empowering healthcare professionals to fully understand and optimize MDS processes. She is committed to helping organizations enhance regulatory compliance, improve resident outcomes, and maximize reimbursement opportunities while maintaining a resident-centered approach to care.

Jessie Wright​
Administrative Assistant​
Jessie Wright is the Administrative Assistant for MDS Solutions. She earned her Associate of Science in paralegal studies from American Military University and has studied broadcast media and professional photography at the University of Central Missouri. Jessie has over a decade of experience working in the legal field as a litigation paralegal and administrative assistant. She has also held customer service supervisory roles in the casino industry.
Jessie enjoys navigating complex information to support the team’s overall goals while providing creative assistance and fulfilling administrative needs. Jessie excels at anticipating the needs of both individuals and the team, fostering a collaborative and efficient work environment. Jessie ensures our clients and our consultants supporting them, have the tools necessary to continually work towards financial success.
